The attached letter was sent to Assistant Secretary of Commerce Strickling to congratulate his agency on the release of the Notice of Funds Availability (NOFA) and to express concern about the difficulty that community anchor institutions will face in obtaining Infrastructure Grants under the Broadband Technologies Opportunities Program (BTOP).
