Bill & Melinda Gates Foundation Study of Research and Education Broadband Networks

The Bill & Melinda Gates Foundation has commissioned a new study to
explore the potential benefits of research and education Internet networks for public libraries. The attached findings developed by the telecommunications strategy firm CSMG, are intended to illuminate the unique attributes of research and education networks, and to consider how libraries can utilize those assets to support improved connectivity and new applications for patrons.

Schools, Health and Libraries Broadband Coalition Pleased with Effort to Promote

High-Capacity Broadband to Anchor Institutions Across America.

Washington, D.C. (Sept. 23, 2010) – The Schools, Health and Libraries Broadband (SHLB)[1] Coalition commends Chairman Genachowski and his colleagues at the Federal Communications Commission (FCC) for today’s decision to give schools and libraries more flexibility and options to satisfy their needs for high-capacity broadband connections.

Letter Supporting White Spaces Broadband

The SHLB Coalition urges the FCC to move forward on its proceeding to open up the "white spaces" portion of the spectrum to unlicensed use. Unlicensed use of this spectrum could provide anchor institutions with widespread access to low-cost, high-capacity broadband services.

SHLB Letter to FCC Wireline Competition Bureau: E-Rate Reform, Dark Fiber, and the Connect America Fund

The SHLB Coalition provides examples of the cost benefits of dark fiber to schools and libraries, discusses the legal rationale for allowing R&E networks to provide "telecommunications services" under the E-rate program, and explains why the Connect America Fund should help to provide broadband to anchor institutions in rural areas.

FCC E-Rate Reform Comments

The SHLB Coalition asks the FCC to add dark fiber to the list of Eligible Services, supports streamlining the E-rate application process, opposes using E-rate funds for wireless service to the home, and asks that non-telecommunications carriers should be eligible to provide telecommunications services.

Six Senators' Letter to NTIA

Six Democratic Senators sent the attached letter to NTIA Administrator Larry Strickling requesting a greater focus on community anchor institutions in the next round of BTOP funding (October 26, 2009).
